Shifter 19 : Proposals will be published in two volumes. The first is this newsprint publication launched in September 2012 at the New York Art Book Fair and the second, a reader, will be released in the summer of 2013.

In this first volume of Shifter 19 we have invited a small group of artist- educators to each contribute a “proposal.” The proposals loosely gathered here will build a framework for a more detailed deliberation on art and education in the second volume of this issue.

Shifter’s 18th issue considered the temporality of intention as a prior condition for action—an impetus that is often understood only after an action has already been performed and is then reformulated and narrativized in one’s consciousness. We see the proposal as an embodied form of intention that often requires collaboration in order to be realized, trusting in another’s willingness to extend and enact one’s desire. When a proposal enters into a social contract, its pulsating potential constitutes the conditions of possibility for alternate ways of thinking and acting. When you propose you also expose the terms of your relationship with another, in turn making yourself vulnerable, awaiting, anticipating the utterance of the other. You initiate an exchange that couples power and intimacy. A proposal in this sense is a speech act that establishes a social form for desire in advance of its fulfillment. Thus, the knot of intention and desire, embodied in the proposal creates the conditions for the realization of an idea through negotiation and collaboration.

The Machete Group is a union of artists and intellectuals based in Philadelphia. The group writes on activities in the art world, orchestrates performative symposia, participates in forms of public activism, stages motley interventions in the art world and is generally dedicated to rethinking the nature and practice of art itself. The guiding proposition of the Machete Group is that theory without practice is empty and practice without theory is blind. The goal of our work is to engender a rigorous and open atmosphere outside a strictly academic or market-driven context that encourages autodidacticism, a willingness to question all forms of authority, and the desire to think critically about the world that we have inherited.

On invitation from art institutions, the artist group WochenKlausur develops concrete proposals aimed at small, but nevertheless effective improvements to socio-political deficiencies. Proceeding even further and invariably translating these proposals into action, artistic creativity is no longer seen as a formal act but as an intervention into society. It all started 1993 when Wolfgang Zinggl invited eight artists to solve a localized problem during an exhibition at the Secession in Vienna. Within the normal time span of an exhibition this group developed and realized a small but concrete measure to improve conditions for homeless people by making medical care available to them. An invitation from the Zurich Shedhalle followed, where WochenKlausur developed a pension for drug-addicted women. Meanwhile over 30 projects have been successfully carried out among others in Great Britain, the United States, Germany, Japan, Sweden and Portugal.

Carole Kim is an interdisciplinary artist with a focus on performance-based video installation. Her practice in time-based performance/ installations combines digital/ new media technologies and the sensitivity of the improvisational live performer/ participant. The work emphasizes video¹s capacity as a live medium and the illusory architecture of layered video projection in space. The moving image is spatially mapped onto a site, compositing in real space. One is aware that the projections are being constructed in the moment. Recent venues include REDCAT/Disney Hall, the Getty Center, the Museum of Contemporary Art-Los Angeles, the Stanford Jazz Festival and Engine 27 (New York).
